i appreciate the responses so far but i need more of a complete response that would fit the bill. these responses won't fly on a mid term essay.

then you might want to ask this in P&N instead of offtopic.

Because they have nothing else to bargain with against the US. Nk doesnt have much money. Alot of its income is from illegal activities (Drugs). They also sell missile tech.
Its obvious the US wont attack NK because theres nothing to be gained. They're also protected by China a military power with nukes.

So they're basicly trying to get as much aid as they can.

Oh, in that case:

NK is refusing to stop its nuclear program because extraterrestrial visitors from the planet Zoltar, who also happen to be time travelers who have been watching our planet for some time, have informed Kim Jong-il to keep up his endeavors. The reason they told him that is so that the Coalition (An organization formed from several indutrialized nations in the year 2052) will eventually wipe NK from the face of the earth, resulting in an age of peace and plenty for all.

It's complicated, but in essence the Zoltarans looked a ways down our world-line and saw unless NK is destroyed by 2113, a race of Ben Afleck clones will displace the rest of our species and stagnate the gene pool into an irrevocable state of decadence, resulting in extinction.

Because it doesn't have to stop. We offered them economic incentives to stop and they went and did it behind our backs anyway. Kim Jong-il knows the US won't do anything to him unless he does something really messed up like nuke Seoul.

Their country is struggling, to say the least, and rather than feed his own people, Kim Jong would rather cling to power by strengthening his military. North Korea is also a bit threatened by South Korea and Japan, not to mention the United States' strong influence. Their only real protection is China.
