It's not harassment if they don't complain, right? The head honcho is the harasser - do you think HR would do anything? She'd likely face retaliation since the harasser was the boss.



So? People keep quiet or say 'positive' things for all sorts of reasons. That doesn't negate the existence of sexual harassment.
