eVGA Step Up Program

I just bought a video card from Dell and it's an eVGA card and I was wondering if I can trade up in a couple months?

I looked at the VERY SHORT list of eligible sellers on eVGA's website and Dell wasn't on there, but neither was Newegg...So was that the full list?

Any help would be appreciated.
