EVGA Precision settings

Will a video card retain it's overclock and overvolt settings after EVGA precision is uninstalled (clicking no to not save settings during the uninstall) or if the video card is moved to a new system?

I ran into an issue where my GTX 760 loses signal after it boots into windows and the video card driver loads (safe mode and generic video drivers boot into windows fine).

There doesn't seem to be a way for me to get back into Precision X and manually revert my settings.
 
No, in fact, if you don't have the utility running the GPU runs at stock profile (default.) Personally, I only start the utility when I'm gaming to OC the card and ramp up the fan profile.
