EVGA 980 SC Very Poor Performance

So I fired up GTA V this morning to do a few missions, and when I got into the game, I could barely maintain 60FPS, and all my settings are on Normal, and AA off.

I've never had this problem before so I assumed it was the driver. I installed a new driver and it still is getting very poor performance, downwards of 30FPS. My CPU is a Ryzen 5 1600 @ 3.8GHz and I have 16GB of ram, so what the heck is going on??

Should I re-install the game? Using that as a last ditch because it would take a few days to download again.

EDIT: I'm playing at 1920x1080. and DSR in GFE is disabled.
 
No, it’s just vanilla GTA V. I’ve tried everything I can think of, and it’s not just in GTA either. I tried PUBG, which also ran fine before, along with Borderlands 2 and CoD WWII.
 
For a perspective, a GT1030 will do about 50fps (1080p) with medium-high setting. How about your gpu ulitisation when playing it?
I suspect your gpu is stuck in idle clock position, so using older (the one that works) driver should solve this issue.

was this a clean install or a direct update? also, have you ever used DDU between driver installs?
 
I rolled back to the 388.71 driver (the one that worked before) and it is running just fine. I’m not sure why new driver is doing that? I have not come across any other reports of this issue. Doesn’t hurt me any though, now I can game on with no issue.
