vf700 maybe abit too weak. Check your fan speed. Im sure theres the option for dynamic fan speed and 100% fan speed.

I suggest the vf900 if it isn working out, since it cools very well.

I guess its too weak. Have you checked that the heatsink is actually touching the GPU die? but thats highly the case.

A vf900 wouldve been a better choice.

What is your load temperature? The idle temperature is not a factor to worry about too much. If your load temperature is also higher, you need to make sure that the sink makes good contact with the GPU. The best way to check that is to install and then remove and inspect the paste and make sure that it is completely spread proving a good contact.

Well if it's thicker than 0.005" it's TOO THICK! Also, get some real AS5 instead of the cheap thermalright stuff. Also make sure you clean it off completely, with 95%+ Isopropyl alcohol or ArctiClean.

my load temps vary between 90~115C T_T, i'll try reapplying the thermal paste with as5 in a bit... /me goes to order

Holy !@#$ are you serious?
Make sure the sink makes contact with the GPU and spreads the paste. This cannot be because you did not use Arctic Silver. Using wrong paste could net 5 degrees at the most. That is at least 30 degrees too hot!
