It is very easy to kill a card by flashing the card to a wrong file. The intelligence is in the BIOS. You can change the voltages in the BIOS. If you raise a voltage too much, you can damage a chip instantly.
Installing the cooler wrong will raise the temperature of the card. I understand that these cards have throttling. So, the card automatically slows down before its temperature reaches the point of no return! Although, I am not 100% sure about the throttling. But, that is the only reason I can imagine why they allow it.
