evga 680i Overclocking itself?

I'm working on a buddies comp, he is running the evga 680i motherboard with a c2d 6600, 2 gig ddr2 800 ram and I'm having a hard time tracking down what is causing this issue.

Everything in the bios seems to be setup right and when I boot into XP and open up the nVidia control panel it all shows up right (fsb 266/1066) CPU at 2400.... After about 5 minutes my fsb shoots up to 400/1600 while just idling.

I'm not familiar with OCing but I can tell that the system is not happy. Stuff is locking up, taking foever to load.... What am I missing? and why is my system overclocking itself? My memory has the EPP ability, but I disabled that in the bios.

Any advice?
