The only failings that I can see, are, no 80Plus, and it's unclear at what operating temps the PSU was tested at.
That's ... not how that works. "Efficiency", is not a de-rating.So 550 at 70% efficiency is 385watts. Still good for a budget build.

Well, perhaps not for your "main rig" ("your baby"), but for a system-builder PSU that appears to be stout, of a brand name, and has a couple of PCI-E cables, I think it's not bad (for the current sale price). Certainly, better than a Raidmax (mostly?), and an Apevia (definitely).
Would I pay the $60 for the list price for this? Probably not for anything lower than an 80Plus Bronze.
You can get Antec VP ("value") series PSUs for around that price (the list price for this PSU, not the sale price) too, and those are likely better.
