Everytime I remove my HSF from my CPU...

...and put it back on, do I have to clean and re-apply arctic silver? I'm only taking it off for a short period of time to change the multiplier.
 
you should clean off the heatsink.
no need to clean the chip ~ but make sure its evenly covered.
(plastic baggy over your finger works well here)

Everytime I remove my heatsink, though, there's some that sticks to the heatsink, which means there's less on the chip, which means the chip can't be covered as well as before. Is this okay?
 
no ~ thats what i meant, youll need to spread out the AS to recover the core.
might need to add a little bit more, but theres no need to clean it off 1st.

Proper methodology is to wipe off both the chip and the sink, reapply the thermal compound. If a super thin layer remains behind, more like a stain, it's OK, just reapply as usual......

The biggest disadvantage to as3 is that it's hell to clean off completely. If you've used it once, you already know that, though....

I'm sure that thugsrook's method will work as well, if the original compound is still creamy and of the same consistency as new stuff....
