Safely disabling a vehicle being involved in a criminal exercise is a dangerous task, which may be why the EU is hoping to create a vehicle standard that makes it possible to stop them remotely.

Criminals will just ditch their disabled vehicles and flee on foot. We need a common sense solution like surgically implanted, remote controlled electroshock devices that will allow the police to immobilize anyone at any time.

What are you talking about? They will just use a screwdriver to build a custom GUI to hack and disable the kill switch. Using reverse modularity wifi on the Ka band and switching the red cable with the green cable they will be able to modify said kill switch to remotely explode the gas tanks in all the chase cars except the one carrying the main hero\bad guy who has an odd affinity for vintage sports\muscle cars

Next up a bypass to their door locks. Just in case the police need to come in and search your house.

I wonder how long it would take for criminals to figure out how to use this to their advantage. Imagine some woman driving down the road at night and criminals using their kill switch to disable her car.....

So much this. The whole "kill switch technology in every car" is a terrible idea with so many possible bad outcomes it's not even funny. I'm sure it's the wet dream of bureaucratic fascists everywhere though.
