With my current pc what is most likely causing my issues with freezes in certain zones and FPS jumping from as high as 70 to as low as 1 randomly.

Asus Striker Extreme
E6600 2.4 ghz core 2 duo
2 gigs of corsair value ddr2 667 ram
EVGA 8600 gts 256 meg video card
Vista 64 bit
Playing at widescreen 1680 by whatever it is
Playing at high performance

MMORPG's are a different beast. It can't load all the assets (art) because it would be gigs of data. So, they typically load and unload things from memory as needed. If you are getting constant slow framerates it might be due to a setting, but if you are getting stutters (like it goes fast 98% of the time, then every once in awhile gives you a few hiccups) then that is normal, and you can't really do much as its due to the loading of assets.

Playing in high performance turns off shaders and lowers detail so you should have enough memory in the system and on video card. The only thing I can suggest is verify that the texture settings are not on maximum or high, and try to lower them if they are, as it should save memory and avoid crashing/stutters somewhat.

The 8600GTs and only 2GB's of ram likely. Up to 4Gb and nab a 9600-8800GT on the cheap and you'll see much better average and high FPS and the severe dips not nearly as frequently. Even without the extra ram the 9600-8800 class cards will help you much.

Hmm when I played EQ2 on my old rig with only a 7800GT and 2GB of ram I didn't have any FPS problems, but then again I was only on high settings and not very high.

^yeh that's why I added the addendum on the end of the post that the extra 2GB really isn't needed per say - more that bit a better class GPU is needed to prevent the occasional temporary deep frame rate loss at times. 512MB buffer on the 9600-8800GT also helps especially with much better overall minimum frame rates, and a 9600-8800 card will allow max settings and still keep the frame rates better.

Well in game there has been alot of talking going on that says 8 gigs would really make the game load smoother and make the stuttering quit. Since I know people just like to talk and some of the people that play are just flapping the tongue and don't really know I would like to hear what yall have to say.

I would say a better overall "balance" of memory and GPU power - EG 4GB of ram, and a 9600GT or above (8800Gt or HD4850). would be good for EQ2.
