if you call a Germany based cellphone that is currently roaming in NYC, and the phone is turned off... does it say the phone is turned off or does it just keep ringing?

If you call a German cell phone from the states, and the German phone is turned off, that crazy German lady comes on talking all that garbage in your ear.

Simply translated. The caller is unavailable.
