Euro 2008 qualifying tiebreaker question.

Look at tiebreaker (2) and (3). The way I interpret those, if (2) is tied, (3) would automatically be tied as well.

For example, if I beat you 4-2 at home and I lose 2-0 away, then (2) would be tied (no superior goal difference). However, this also implies that (3) is tied (we both scored 4 goals).

What do they mean?

If its tied on goals, then it goes to goals scored away. The team with more away goals wins

Yes, that's (4). I'm asking why they need both (2) and (3)?
