The EU justice court has dubbed the re-sale of software licenses legal...

Seems like a good ruling to me, I don't see why there should be a distinction. You purchase something, you should be able to sell what you've purchased to someone else. I doubt the US will go along with this though.

From the summaries of the ruling it does not look like this applies to SAAS or anything that is subscription-based.

I wonder how this is going to affect steam?

If Valve plays along with the ruling nicely I could see it working well, but it might be restricted to reselling or trading within Steam itself.
The trading/bartering system is already in place, with a few tweaks and enforcement of making sure the software is gone from the seller's PC it could work.
