Ethernet troubles

I recently had a router and modem set up in my apartment. Initially, it wasn't working; whenever I tried to connect my computer to it via ethernet, I would get an error code 651. That issue was resolved. The problem I'm having now is with a Linksys ethernet switch (se1500). Whenever I connect it to the router, then connect to it my Roku streaming device and my computer, one of them inevitably fails to connect, and now I'm receiving the error code 651 once again. The modem model is a Cisco DPC 3216

Error code 651 says "The modem or other connecting device has reported an error."

Any help would be appreciated.

Need to know which modem/router is taking the wire from the wall first.

Who is your ISP?

Looks like it does not mention any support for windows 7.
