Ethernet drivers in Win ME on laptops

Hey guys, i'm trying to help out a friend here. He has a toshiba laptop with built in ethernet. The drivers that came with his laptop were giving him really slow speeds on the LAN (20 - 30 K/s). When we installed drivers off of Intel's website, the speeds went up to normal (150kish off the same website on our LAN). However, everytime we reboot the laptop, it goes back to the 20-30 K/s speeds until we reinstall the drivers again. We went into the drivers directory to make sure that the old drivers were uninstalled, but it still keeps happening. Anyone know of any solutions?
