I'm pretty sure the Antec MX-1 does go into a "standby" mode when the computer's sleeping or shut down ... that is, it spins down and turns off, with the fan still spinning at a very low RPM.
That's an interesting question. I have an external eSATA drive in a NexStar 3 enclosure, and have a very simple solution. Its power cord is connected to a multi-switch power box that sits under my monitor. I only turn that drive on when I want to use it - otherwise it is always off. I have never trusted sleep or hibernate or much of anything automated.
