ERROR message when clicking a link!!

After some help. Just recently I get the following nessage when clicking on links from my e-mail (outlook). "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator". Also when clinking on links in MSN messenger I get nothing. I'm assuming that the restriction will be something in a security setting somewhere, but don't know where. Can someone please help me out.

What OS,
What account are you running under if NT based?
See if there is anything in your event viewer, supply the Source, Event ID and any text.

I'm using WIn XP home, Loged on as an administrator user.
Not sure what I should be looking for in the event viewer.

Have you used any tweaking programs lately, like TweakUI or similar to alter any of XP's normal actions?

Have you tweaked any Services (turning any off or set to Manual when they were automatic, etc.)?

If you need that registry key, here it is. Cut and paste this to notepad. Save it as anything.reg; in other words any name with a ".reg" extension. How about htmlopen.reg

Cut and paste this exactly, including the "Windows Registry Editor..." line. This assumes your Windows is on your C: drive. Cut/paste everything below this line, and doubleclick on the file you've created to add to the registry. (don't cut/paste "edited at ... line)
