Error code 19

I'm working on a laptop for a friend, and having an interesting problem. The original drive and replacement are both giving error code 19: "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged (code 19)"

The most obvious thing is that whole business with the upper and lower filters in the registry entry under
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318} " This is done, and the problem isn't resolved.

The laptop is a Compaq Presario R3000 P4. I cannot get anywhere with it, so any help from all you dudes? And, before you ask, the other two threads I found referenced the above-mentioned filters.

Is this laptop running XP or Vista? Have you tried a repair from the install disc?

This is using Windows XP. Regarding the "repair from install disc", would I need to reinstall all of his programs, or would they still function? That is an important question, as I think I need to do that.... Regarding Microsoft's support, specifically page 310123, it was unhelpful. I proceeded through all of the steps outlines for it, and none helped an ounce. Further, MS's "Guided help" application just tried to do the same registry junk I had already poked at.

As another note, I just installed Magic Disc, and no errors were thrown during the installation of the virtual optical drive. It appeared in the Device Manager as working correctly. However, it doesn't show under Disk Management or in My Computer, at all. In fact, the MagicDisc "Virtual CD/DVD-ROM" sub-menu shows a drive labeled as "?:" instead of "E:" or something. I have restarted the computer, and it is still a no go.

If I am interpreting this correctly, it is calling wildly for a re-install/repair. Any ideas, or is that what needs to happen?

I just checked, and the disc drive works outside of Windows. I am reticent to reinstall, as I haven't gotten a reply about whether he has the discs for MS Office and such.... Meanwhile, any ideas?

Update: nothing I tried to do worked. No registry fix, nothing. I resolved the issue by reinstalling Windows XP.
