I get this error message when trying to post in this thread using the quick post...

Exactly. I would have that the Quick Reply button would have popped up the same window you get when you click "Reply".

And it was probably locked because the poster, posted in the "Highly Technical" forum.

The highly technical forum is for "HIGHLY technical" stuff, not for a general hardware question.

If he read the description of the forum (which I take it he didnt) - "Keep the discussions truly technical in nature. For everything else there are 16 other forums to post in." 😉
