Uhhh, he did bang Lucy. It was implied. When Carter and Lucy talk about being "incompatible" and Lucy talks about her grandparents being married 50 years and still having great sex, Carter mentions about them going back to his place for a another quickie.

That being said, E.R. has been on a free-fall ever since Greene left (and maybe even a little before). It's barely watchable now.
