Epoxy or Adhesive Safe for Motherboard?

Is there an epoxy or adhesive that is waterproof and safe for use on motherboards, i.e. non-conductive.

Believe it or not, Topcat the site Admin at badcaps uses JB Weld for sinking board chips.
He says it's non-conductive and a decent thermal interface. But is not very viscous and
during set-up time can cause some movement.

I use GOOP on boards but full set-up time is 24~72 hours, depending on temps.
Seal-All, made by GOOP, sets-up in 4~12 hours. Neither is conductive or will it attack the
pcb. I just bought a 2oz.tube of Seal-All from ACE Hardware for $1.99.
Max temp for both GOOP products is 66C or 150F.
