Epox USB Problems

I have a Microsoft Intellimouse w/Intellieye, which hooks up to my computer using the USB port (or PS/2 with an adapter). Before I upgraded my computer, the USB connection was working fine. Now, the mouse will work fine, but whenever I restart my computer, there is no mouse detected. If i unplug the mouse then put it back in the usb port, it is re-detected, and it starts working again. If I only have the mouse in the PS/2 port, it works fine. Can anyone help?
