I've asked this question here a few days ago. I've been reading threads involving 4G4A+ since and it seems that all 4G4A+ have this problem. For those who don't know, here's an example:
I've emailed Epox and here's the reply:

when I set my Vcore to +0.275v in bios
it should read 1.775v
INSTEAD I get 1.80-1.82v in bios
1.76-1.78v in windows at idle
and about 1.70-1.71v only under load!!

Dear sir,
According Intel Pentium 4 CPU spec., the default Vcore voltage is the
maximum CPU voltage and the Vcore will be dropped if the loading is heavy.
It is normal. Please check the attached document.
