Epox 9NPA+ Ultra Post Code 2b

I have been trying to build a system with an Epox 9NPA+ Ultra board and the system halts on boot up with a post code of 2b. I am using a Saphire Radeon x1300 vid card, Corsair value select ram x2 512Mb, and an Athlon 64 3200 with Venice core. The Epox manual does not show anything for this post code. I removed everything except the ram, cpu, and vid card and still get this error. Any ideas?
