Epox 9NPA+ Ultra not powering on at all

For the past few months powering on my pc has been flaky. Before then I would have issues where I would have random reboots but then that issue seemed to go away. Since then power ups would seems weak almost like a car that is tough to start. This wasn't much of an issue since I would leave my PC on the majority of the time. I had to power it off to move apartments and now it won't turn on AT ALL.

Mobo: Epox 9NPA+ Ultra
CPU: AMD64 3000+
RAM: Corsair 1GB DDR400
Vid: Geforce 6800

Only one of the blue LED lights comes on, the one by the memory DIMMs. The CPU and CHIP ones are dark. I tried the 'paper clip trick' with the PSU and it seems ok. I also pressed the manual power button on the board to rule out a bad power switch. Any ideas other than ask Epox for a RMA #?
 
Still not working here. I've pulled the power from all opitical drives and HDDs except for the one from which I boot. I even swapped out of ram. Still no power on, not even fans spin. Just that stupid LED on the mobo glowing blue. To further elaborate on the paper clip test of the PSU I left the 4 pin adaptor plugged in and the chipset fan did turn on. So power is getting to the mobo. I wish I had another PSU to test this with. Does anyone know Best Buy or CompUSA's return policy on PSU's are?
