Epox 8RDA hangs on reboots

This has been happening since I got the board a week ago. I only have Win 2k w/sp3, the nForce2 Unified Driver V2.03 and the drivers for the hardware installed. No programs.
Every time I reboot it hangs untill I press a keyboard key. But then I loose the keyboard and mouse. If I do a reboot all is fine, but only on the 2nd reboot. It's fine on cold boots.
No overclocking, no problems in device manager. Ran MemTest86 V3 twice, showed ok.
I moved 2nd memory stick from slot 2 to slot 1 and no change.
CPU temp is under 107F.

Win 2k w/sp3 (no other software)
Asus V7100DC V31.40 w/ Direct X8.1
Creative SB Live value (MS drivers only)
Linksys LNE100TX NIC
2 256MB PC2700 Crucial
T-Bred 2100b
Antec True power 330W

I don't know what the cause of this is from but I had to same problem with an WinXP machine. I would try to restart and it would just hang. Is you tried to do anything such as a Ctl-Alt-Del it would lockup totaly. Then to when I tried to turn it back on it too two restarts to get it to boot.

Long story short I searched and searched and found nothing. This was a friends machine and he had installed Windows XP so I decided I would just reinstall and try from scratch. Once I reinstalled everything was ok. It must of been a service not closing or something but I could never find it.

I did a fresh install of 2k, took everything out but the video card and the 2 HDD's and it still does it even with the fail safe default setting in the bios!

Actually it takes two keyboard presses to continue loading.

If you haven't updated the BIOS to the Jan. 29 version, I suggest trying that. Download it from epox.com, unzip, put the .BIN file on a healthy floppy diskette, reboot with diskette in drive and press Alt + F2 at the POST screen.

So this has been going on ever since you installed the board. And when you installed the board you did a fresh install...
Yes to both!

I tried 3 bios's. The orginal, the 1/29/03 and now the 1/17/03
Fresh install twice.
Removed everything except the HDD's and video card.
Voltages ok except 12v is showing 11.55V
Removed 1 stick of RAM, changed slots, tested RAM 3 times with Mem Test86 V3.
Reseated all cables.

The only thing I haven't done that would make sense is change the new round IDE cable which I will try now.
