Epox 8k7a and wake on lan??

My linksys lne100tx card supports wol, I connected the wol cable from the card to the mobo. I enabled wol in the bios, however when I try to shut my pc off, there still seems to be a bit of power running through it. I don't mind this, but I can't seem to turn the PC on manually from this "weird" state. If I unplug that wol cable, everything is fine...however can I still use WOL w/o that cable?
