Epox 4bear + p4 2.4 need help to get to post

power up
hd lights ok
power led ok
two tone beep - rapid, continous, no video

have removed all memory except 1 256mb stick - no effect
have reseated video card - no effect
have unplugged (power) all 4 hard drives - no effect

This system has beeen plugged together for a couple of months but I just started trying to finish it today.

Any suggestions would be appreciated.
