EP-8K3A+ not detecting CPU frequency correctly

Using a Athlon XP-2400 and when I set the CPU Frequency to either 133xAuto or 133x15
which is the correct multiplier it either will not bootup or will drop down to 133x6.
I can run it at 133x13 for awhile but it will eventually drop back down or not bootup
again. Any Ideas? Could it be the cmos battery since it's over three years old?
