Environmental groups call for investigation of Duke power plant



Controversial Edwardsport plant operating at 37 percent of capacity

In a motion filed today with the Indiana Utility Regulatory Commission, the groups say the plant has been beset by failures and outages that have cut deeply into its ability to generate electricity at full capacity, even as customers continue to pay for construction and repairs on their monthly electric bills.

The plant, located in southwest Indiana, generated only 4 percent of its maximum capacity in January. Between June and December, it generated an average of 37 percent of maximum capacity.

The 618-megawatt plant converts coal to synthetic natural gas and uses it to create electricity. It’s the largest plant of its kind in the world.

A typical household using about 1,000 kilowatt hours a month is now being charged $12.67 per month by Duke Energy for costs related to the plant.

The groups seeking the investigation are Citizens Action Coalition of Indiana, Save the Valley, Sierra Club and Valley Watch. All are longtime critics of the $3.5 billion plant, one of the largest, most expensive and most disputed construction projects in Indiana history.

The environmental groups say that by opening the plant before it was ready, Duke could try to recover repair costs from electricity customers, despite a settlement the company reached in 2012 the set a cap of $2.595 billion, plus millions in financing costs.

The settlement followed years of legal fighting over the plant, which became enveloped in an ethics cloud involving a revolving door between the regulatory commission’s staff and the utility’s executives.

Huge public works project that's a complete fiasco and millions of dollars over budget isn't abnormal, it's expected. Take a look at the bay bridge here in the land of fruits and nuts. It's a clusterfuck of biblical proportions, and every week they discover some new issue with it that has to be addressed. I wouldn't be surprised to learn that it has come down and be rebuilt.

Seems to be par for the course anymore for public works projects. Hell, this state has major costs over runs on the 520 floating bridge due to engineering screw ups on the pontoon design costing hundreds of millions of dollars to repair. The Alaskan Highway Tunnel project is at full stop, due to the tunnel machine being broken, all extra time and money built into the project will be eaten up. The DOT thinks they may have the tunneling machine fixed in six months. I can hear the bell of the cash register going ca-ching, ca-ching...................................................................

The more I read both sides are blaming the other for the overruns and lack of performance/issues with the plant auxiliaries.
