Not entirely true, I had no prior law enforcement experience and they were interested in me.
An accounting degree will get you in.
A foreign language mastery will get you in.
An advanced CS degree will get you in.

yes, there are several ways to get in, but those are the easiest.

another is if someone has something "special" to offer. Like the guy who forged checks for a living--they made a movie about it.
