Entry Level Home Audio Recording Hardware

I have a musician friend that would like to start recording music on his home computer.
Can anyone recommend a budget PCI card or other interface that would do the trick for under $150 (new or used)?
I've heard good things about M-Audio.

Inputs desired: MIDI and RCA primarily, with XLR, Digital, and 1/4" a plus.

Not my area of expertise, please help.

Do you know by chance if this would conflict with integrated onboard audio? He would like to keep his current PC speakers, but I don't see any 1/8" jacks on any of the M-Audio cards.
Would I need to disable onboard audio?
