[I'm Polish, PM me if you want to switch language ;)]

So first of all: esthetics of this PC are just tragic. Is this acceptable for the person you buy for? You know... just in case this is supposed to be a surprise...

The price may look OK, but that's because the GPU is the only "modern" component in the desktop.
That CPU was launched in 2011 and already was discontinued. This makes it hard to believe all the parts are "new". It could be a mix of new, used and refurbished parts.
You're also getting an fairly average (also discontinued) monitor and AWFUL mouse and keyboard.

I assume it also uses the cheapest cooling and cheapest GPU available, so is probably going to be loud.

2 recommendations:
1) If you really need a desktop, check this:
Modern and better components, faster overall and almost surely less noisy.
It's a lot smaller, with more universal esthetics. You get a warranty from a known store and OEM.

There's no monitor in this set, so you'll have to buy something. That's +500zł
(Ask the store to bundle something - they may give you a discount).
Total: ~4100 zł (vs 3700 zł for that Frankenstein)

2) why not a laptop?
For around 4000 zł you can get something really acceptable, like:

I'd definitely go for mobility since you mentioned using this for school as well. He's 17, so probably going to college in 1-2 years - suddenly a laptop will become a necessity and he'll have to buy one anyway.
