enlight PSU and temp questions

i have the enlight 340W PSU and the fan on it seems to sound very noisy. i have like 4 fans on my athlon xp system, 1 internal (generic), HSF (thermaltake volcano7), exhaust (enermax 8fab something), and the enlight one. i'm not sure where all the noise is coming from but i think it's from the volcano 7 and the fan on the enlight psu. are these two fans by nature noisy? i think the volcano 7's fan has somekind of temp control sensor and it is very annoying because it always reaches the max speed of 5000rpm when it should be 2000-3000rpm. i added the 2 extra case fans thinking it would lessen the volcano 7's fan speed but to no avail.

my average temps now are : CPU-51C, PSU-63C, and BOARD-38C. the temp here in my country is somewhere between 30-40C. what will happen if I change all my case fans except for the PSU fan to panaflo L1As? will i still keep the same temps or see a big raise in system temps?
 
I just bought an Enlight case with the 340w ps today and I transferred everything over from my old generic case. I also notice that fans in this case are a bit noisy; so much so that I disconnected the front case fan that came with my case (it appears to be the same fan used in the power supply). That cuts down around half of the noise coming out of the case...
