English Language Question

There are going to be three groups, and each of the groups will need its own name. The names I need are similar to the ones used in firefighter's analogy:
first group: jumps in right away, does it what they can with a fire, until more experienced firefighters will arive
second group: extremely well experienced firefighters. Can do anything and everything. Pretty much put out all the fire.
third group: clean up team, who make sure everything is good before everyone leaves the scene

How would you call those groups? It doesn't necessary has to be firefighters, but something similar along these lines.

1st Group - Quick Response Team
2nd Group - Comprehensive Response Team
3rd Group - Normalizing Response Team or Restorative Response Team

A: Samaritans

A: Real firefighters

A: Politicans. Don't do anything useful - claim all the credit.
