What's the "vat man"?

I'm watching a British TV show about the worst jobs in old England. The host keeps talking about the vat man, who is apparently not popular.

Who is he? Some kind of anti-Batman?

Edit: is, not his. ;)

Way more feces than I was hoping for, but that seems impossible to avoid. Kind of like hitting the back 40, I guess.

He doesn't collect it, it's taken by the vendor. It's a 17.5% sales tax. Some things have differing rates or none at all like childrens clothing.

It used to be 15% about 10 years ago, but the CONservatives put it up and you KNOW Tax rarely goes down when they get used to it...

But does the UK still have those vans looking for people that didn't pay their TV taxes?

Apparently so.

They do it by addresses vs the database of payers. I.E., if you aren't on the list, they pop round and have a look for a telly. I had it once, had to pay the git on the door step. I'd only just moved in and not got round to it yet...

The "VAT Man" is whomever the Chancellor of the Exchequer (fancy title) of the residing government is, basically whoever is in charge of HM Treasury and gets to decide the VAT (sales tax) rates. Currently it is Gordon Brown. Generally not liked due to the amount of money that's nabbed from our paycheques for what is perceived as little visible results.
