Energy usage - AMD x2 45w OC'ed v.s. x2 65w at stock speed?

Would overclocking an AMD x2 Brisbane BE-2300 (3600+ equiv.) 45w CPU to 4400+ speed at stock voltage still have an energy-efficient advantage over an AMD x2 Brisbane 65w 4400+ at its stock speed?
