Ending a process bogs down 1 core of a Core2Duo

So yeah, whenever a process stops responding, one of the two cores is busy at ~90% (via task manager). I can start up another process (like explorer) but it just hangs since I'm assuming it's getting no CPU time. I end up not being able to do anything, including restarting properly, and I have to pull the power to shut down the computer.

Note that the system performs flawlessly otherwise, this just happens when a process stops responding.

What the hell is going on? Any ideas?

WinXp Home SP2 fully updated
e6600 at stock settings
eVga 8800 GTS at stock
2gb corsair ddr2 800 at stock
Gigabyte 965P-DS3 mobo Bios revision 9 i think, whatever the latest is.
