Encountered a fake $10 bill today, with pictures!

So my mom calls me today regarding a fake $10 bill she received... I decided to stop by her house to take a look. At first, it looked like one of the older style $10 bills and even has the blue/red strands in it, but after looking at the back of it, it is obviously fake. On top of that, the sound it makes when you run your fingers around it is completely different.

At the bottom right of it, it says "WASHINGTON D.C.", and below it, "SERIES OF 1928 B"
 
How can you compare a fake of the old $10 version to the new version of the $10?

But yeah it looks fake, 100%. But still you cannot use the new version to compare it to an old fake.

Yeah I know, it was the only $10 bill I had on hand. I was using it to see what text was on the real bill vs the fake one.
 
Also, the 10 on the fake bill is way off under the SN. It's supposed to be directly under.

EDIT: On top of that, there's a paragraph written on it in small print when it should be 2 lines.

Also, series isn't in there, and the signatures are way off.

Also, portrait is also off.

looks like that old bill, if you look at your money, most of it is non centered anyways, the cutting is usually off.

Also, how many bills from the Pre-WW2 era were even in circulation prior to the switch to the new bill. If they were uncommon back then, they'd be even more uncommon now. I'm rather young compared to some, but I don't ever remember seeing a note like the 1934 Hawaii.

What year is the bill? Older bills will have that color.. and by older i mean like 30's 40's...

edited to add... is it a photocopy then? or can you tell if there is raised ink on it. By that i mean was it pressed with a plate?
