encoding xvid to 360 compatible wmv

I've been searching like crazy to find something that works, but everywhere I look all I see is instructions on how to stream video over my pc to the 360. That's not what I want. All I want is to convert my avis to wmv, put them on my drive, and play it from USB. What program should I use, and what settings?
