Encoding to mpeg - issue with sound not in sync

I am running into some issues trying to export video from Adobe Premiere 6.5 into mpeg2
The export runs fine, but the resulting file has a problem with the sound not being in sync with the picture. It starts with about 1sec delay, and the delay increases over time. Toward the end of the mpeg2 file, the delay is well over 3 seconds.

I am using Abobe Premiere 6.5 and the mpeg encoder that comes with it.

The system specs are listed below:
Conroe 6400 clocked to 3GHz
4GB DDR2
MB Abit IP35
9800GT
640GB SATA HDD
XP SP3

Now here's the deal. On my previous rig, the same software stack never gave me any trouble exporting to mpeg.

Any idea where to start to troubleshoot this.

Source is DV tape for both audio and video.

DV is imported into Premiere (via firewire), massaged into premiere and then exported to mpeg2. No music or other audio source is added to the mix.
