Encoding Screw Up in IE 5.5

The encoding (Chinese Simplified) under my IE 5.5 is screwed up. All I see is bunch of messed up characters.

Encoding in English is still fine.

I am using Windows 2000, and have tried to re-install IE5.5.
Is there anyway to fix this problem?
