Encoding Problem

I am having a real tough time with this one.While on the net,certain websites are appearing with Western European encoding,making all text and characters huge.I usually have it set on cyrilic.I'll change it back,close out,open it up again,and I'm still stuck in Western European.I unchecked auto select,but to no avail.I did system restore....no good.Is there a way to fix it permenantly so It stays on cyrillic?
