Encoding Mini-DV clips to hard drive

I use Windows movie maker to take the video off the cam and I have TMPGENC 4 xpress to encode.

I'm trying to have them split into a bunch of smaller files so I can separate and save them but what application should I use?

I have searched a lot and viewed some tutorials but I cannot find what to use.

Just want to report back in case someone searches in the future that Scenalyzer 4.0 is working great and is exactly what I needed.

I couldn't find the below apps to split the files by scene automatically for me:
Windows Movie Maker
Virtualdub
Windv
Sonic
