Encoding help for Divx Mpeg-4 movies

I did a clean install of windows 98 SE and now when I use flask and try encode a movie, I get only PCM 16-bit stereo, 188 k/bit and no other choices. I've installed Windows Media Player 6.4 twice, the radium Mp3 codec and the divx 3.11 alpha codec. I can't get mp3 to show up. Neither can I get WMA to show up. I can play Divx Avi's but during the encoding is when i have the problem. Please help.
 
You've probably done this, but have you actually installed the MP3 codec? It isn't done by the executable, that just extracts it. You have to go to the installed directory and install with the .inf or register(something).exe.
