Is it possible to encode a 1080i source like a sports event to h.264 and preserve the smooth motion playback?

Why? What is your playback device? Hard drive space is cheap, why degrade the quality if you don't have to?

I'd rather store a file that's a tenth of the size of the original file. :p

you could try handbrake with the "deinterlace" option checked. i capture old home movies in 480i and they turn out pretty well after running them through handbrake

MeGUI Modern Media Encoder works well for me. It should detect the source as interlaced and de-interlace before encoding.
