Enabling Cheats in Q3A

Whenever I try to enter cheats in Q3, it says, "cheats are not enabled on this server." This happens in local 1 player games, or 1 player arena...

How do I enable them?
 
Hey...I've beatin it through on the second level of dificulty...I just want to play around now...that and level 3 is giving me trouble.
