EN 7600GS Silent windows XP driver issue

I have tried numerous times to install driver for NE7600GS silent PCI-e for windows xp. same result every time:
windows gets to black screen with hourglass and periodically flickers on and off without any further boot progress.

Already switched motherboard for different issue to M3A and the problem still persists.
hourglass and periodic flickering( screen turns off and back on).
